Dr. Schwartz was the Deputy Assistant Secretary of State (DAS) for Non-Proliferation Policy in the Bureau of International Security and Nonproliferation from January 2024 until January 2025. In this role he oversaw the State Department offices that lead diplomatic efforts on policy aspects of nuclear and biological weapons nonproliferation. He managed three offices with over 40 staff members.

Before his appointment at the State Department Dr. Schwartz spent eleven years as a senior professional staffer on the Senate Foreign Relations Committee. In this role, he covered issues related to non-proliferation, deterrence, nuclear energy, arms control, nuclear safety, and international security.

Previous to his time in the executive and legislative branches of the U.S. government, Dr. Schwartz was a political scientist at the RAND Corporation. While at RAND, Dr. Schwartz co-authored fifteen studies on a wide variety of national security topics. His research focused primarily in three areas: the evolution of strategic warfare from a bi-polar to a multi-polar world; analysis of how the Department of Defense needed to respond to the evolving geo-political environment; examinations of the role public diplomacy/information operations can play in shaping public opinion abroad.
